Friday Night's Shooting Outside Hickory Hollow Mall Not Believed to Have Been Random

          South Precinct detectives believe Friday night’s shooting outside Hickory Hollow Mall that left a Florida man with a non-critical wound to his shoulder was not random and that there’s much more to the story than they’ve been told.
          The victim, Cedric Davis, 27, of Ft. Lauderdale, told detectives that he is not interested in prosecuting the gunman.
          Davis was at the mall with four other persons, a woman from Cincinnati and three men from Florida. None of the group consented to formal interviews. Detectives were able to piece together this scenario despite inconsistent statements from the group:
          The woman from Cincinnati, Jennifer Walen, 35, said that she walked out to the group’s black Infinity SUV to drop off shopping bags when she was approached by two gunmen and was ordered to get into the vehicle. Walen said the men asked her where the money was and “where do they keep the cash.” Somehow Whalen got out of the vehicle, walked back into the mall and told the others in the group what had happened. The four Florida men accompanied Walen back to the Infinity. They said a man was standing at the side of vehicle with all the doors open. They reported that when he saw the group approaching, he closed the tailgate, pulled a pistol and fired. Davis was hit in the shoulder.
          Detectives have identified two of the men traveling with Davis. The others said they did not know the name of the third person, although he had accompanied them from Florida.
          A local witness who was in the parking lot when the shooting occurred saw just one gunman. The witness said it appeared to him the gunman knew members of the group. Most of the involved parties were reluctant to give officers their names and were more concerned with just leaving.

NASHVILLE, Tenn.- One person was injured in a shooting at Hickory Hollow Mall Friday night. The shooting happened just after 8 p.m.

Police said that as a woman was leaving the mall she was rushed by two men armed with guns that forced her to get into her car and demanded money. It was unclear what happened inside the vehicle, but somehow the woman managed to get away. The victim fled back into the mall and brought two of her male friends back out to the car with her.

Officials said when the suspects saw the victim and her friends coming out of the mall they fired several shots. One 27-year-old man was hit in the shoulder and transported by ambulance to Vanderbilt University Medical Center.

Police have not said if the suspects were in custody in relation to this case. The identity of the victim also had not been released.

While a majority of Metro Council members agreed this week that Nashville residents should be allowed to raise chickens, a handful squawked enough to get their districts exempted from the new law.

In doing so, they reached a split verdict that critics fear could change the way the council does business.

Eight of the 35 council districts — 12, 20 and 28 through 33 — were allowed to opt out of the urban chicken ordinance, which will allow people living in residential zoning districts to keep small numbers of chickens in their back yards for a $25 annual permit fee. Council members representing those districts said their constituents were overwhelmingly opposed to the proposal.

But Tuesday’s win overcame a serious challenge. The bill failed to receive recommendations from two council committees. Most troubling to its fate, eight council members were successful in opting out their individual districts through the approval of a last-minute amendment, which cleared by an 18-17 vote.

Metro Nashville Public Works will begin Brush and Leaf collections in our district "Area 4 " beginning on January 23, 2012.
To ensure that your brush will be collected , you should have limbs and all other yard waste out and ready for pick-up on the date above. Place only limbs, branches and true yard waste by the curb for brush crews. Lumber, household trash and other types of debris found in your brush pile means it won’t get picked up. Brush piles should not be placed close to mailboxes, utility poles, fences, trees or other stationary objects. The mechanical arm of the knuckle boom truck needs enough room to lift the brush pile up and into the trailer pulled behind the truck. Only the driver travels with each truck; no other crew members are there to move piles or separate items that don’t belong in a brush pile.
Place leaves in biodegradable paper bags only; Paper biodegradable bags can be purchased at most hardware stores, Wal-Mart's, Target, Home Depot, etc. Public Works also has a supply of these bags available for purchase at the Omohundro Convenience Center: 5 bags for $3.00 and 10 bags for $6.00. Plastic bags will not be picked up.

Dolly Parton and Gaylord Entertainment CEO Colin Reed announced they will partner up to build a first of its kind 114 acre family entertainment zone off Briley Parkway. Its first phase will be a $50 million water and snow theme park.

Governor Bill Haslam and Mayor Karl Dean were on hand for the announcement Thursday afternoon at the Grand Ole Opry House.

The park will provide high energy water activities for the summer season and designated snow activities for winter play. Once it's open, the first year attendance is projected at 500,000, and they believe a large portion will come from out of state.

In a release, Governor Haslam said "Tourism is the second largest industry in Tennessee generating more than $1 billion in tax revenue annually and employing more than 170,000."

Dollywood will be the operating partner, and expects to employ 450 full and part-time employees.

Metro Animal Control is concerned over an ordinance that would allow Davidson County residents to have chickens in their in their backyard.

Under the ordinance, which is one public reading and vote away from going into effect, residents would be allowed raise up to six domesticated hens, depending on property size, after obtaining a $25 permit that must be renewed annually.

On Wednesday, Nashville's News 2 Investigates spoke to officials from the animal control who said if the ordinance passes it would make their already difficult job even harder.

"I believe we will be getting more complaints. If there are a number of more people in the business of raising chickens it will have an impact," explained Director of Metro Environmental Health Services Brent Hager.

According to Hager, the agency seized four roosters and one hen in Madison on Monday.

In addition to the extra complaints and seizures, Hager said he is concerned about facilities that will be used to house the chickens and roosters that will need to be constructed.

"I will say the one issue that concerns me a bit is the distance between the coup and the property line. It is 10 feet. There are many cities where that distance is greater than that," he explained.

Hager told Nashville's News 2 Investigates that if the ordinance passes, Metro Animal Control's main concern will still be focused on dogs since they could have more of an impact on the community.

"We will go to the dogs first," he said.

Hager also said he believes animal control officers will have to undergo training on how to deal with hens and roosters which can sometimes be difficult to catch.

"We will be getting training to learn the most effective way to do that, we hope to get help from the community," he said.

Currently the agency deals with nearly 14,000 dogs and cats each year and employs 28 employees.

The ordinance is scheduled to be voted on Tuesday, January 17.

Nashville's News 2 Investigates contacted two of the bills sponsors. One said he has not contacted Metro Animal Control for their input on the issues, while the other lawmaker said he spoke with the agency and he said the impact will be "minimal."

Priest Lake residents drive miles to take a lap around a Metro greenway or break a sweat at a community center fitness class.

They live in one of Davidson County’s fastest-growing areas, one where city parks and recreation centers haven’t kept up. Metro Nashville was eyeing the private, 144-acre Nashboro Village golf course to convert to public space but abandoned that plan after residents along the golf course mounted strong opposition.

Now, people who don’t live on the golf course are worried it will take years to get the kind of amenities some drive as far as Coleman Park Community Center on Thompson Lane to get. Metro Park officials say they have plans for recreational projects in other southeast neighborhoods, but not in the immediate Priest Lake area.

“It makes me wonder if local government has crossed us off the list for now, since we said we didn’t want (a park) there,” said Cassandra Gray, a 14-year Priest Lake resident. “I’m hoping they strongly consider another location. I hope the next step in the conversation with the community is what are the other options.”

Metro’s parks board was scheduled to vote on the plan today but removed it from the agenda after Councilwoman Karen Johnson, who represents the area, asked the city to withdraw its proposal. An investor came forward who wants to keep the space as a golf course.

Projects planned

At a packed meeting with Johnson on Thursday, residents said they purchased homes that bordered the golf course because of the value it would bring their investment. They expressed concern about the additional traffic and crime a city park might bring to the area.

Park officials acknowledged there aren’t enough recreation centers in southeast Davidson County but pointed out work is beginning on other projects.

In November, the Metro Council voted to buy the former JC Penney building in Hickory Hollow Mall and the lot it sits on for a new library, community center and small park. The 30,000-square-foot community center will include a gymnasium, fitness center and multipurpose room. The purchase is on track to be finalized this month.

The Mill Creek Greenway will expand near Lenox Village off Nolensville Road with the potential for a park in the future. A neighborhood park is also planned for about 22 acres on Old Hickory Boulevard, west of Murfreesboro Pike.

“We are still striving to get our services distributed to all parts of the county, and particularly the ones that need it,” said Tommy Lynch, Metro Parks and Recreation director. “We still see there is a need in that very specific area. ... We are still going to pursue acreage, greenways, parks and community centers for that part of the city.”

The golf club purchase would have fallen under Metro’s open space plan that calls for preserving 22,000 acres over the next 25 years. The city recently purchased Cornelia Fort Airpark in East Nashville and Hermitage’s Ravenwood Country Club under that plan.

Former Mt. Juliet Mayor David Waynick sent a letter of intent to purchase the Nashboro Village golf course. He and golf course owner Textron Golf Financial Division are communicating, said Gilbert Smith, the real estate broker.

Amid an escalating community backlash, Metro officials are scrapping a plan to purchase the Nashboro Village Golf Club, retreating from prior intentions to convert its acreage into a public park.

In a brief letter Friday, Councilwoman Karen Johnson, who represents the southeast Davidson County district that includes the golf course and surrounding neighborhood, said she asked the Metro Parks and Recreation Department to withdraw legislation authorizing the purchase of the 144-acre, 18-hole golf course.

Johnson’s appeal, made in a Friday letter to Southeast Ventures LLC, which owns the golf course, came one day after neighbors at an overflow community meeting roundly criticized Metro’s open space plans for the area.

Metro Parks Director Tommy Lynch told The City Paper his department plans to withdraw the acquisition proposal and honor Johnson’s request.

“It’s based on the public meeting we had last night,” Lynch said of the decision. “It appears that preserving it is a golf course was the primary goal that everybody wanted.”

A proposal to purchase the golf course for $595,000 is slated to go before the parks board Tuesday, Jan. 10. The plan had been to convert the private golf course, which closed in November, into open park space.

Lynch will recommend the parks board withdraw the proposal.

Many Nashboro Village neighbors have said they purchased their homes in part because of the nearby club, which now sits vacant.

Some have alleged a public park would attract more crime to the area. Johnson, in the letter, told Southeast Venture she has learned of an alternative buyer, attorney David Waynick, who envisions restoring the golf course if he’s able to purchase it.

“Clearly, following my community meeting last night, this is the strong preference of the neighbors,” Johnson wrote.

Metro officials have said the park’s purchase falls under the city’s open space plan, which paved the way to two other recent acquisitions: East Nashville’s Cornelia Fort Airpark and Ravenwood Country Club in Hermitage.

The very reason we have public meetings is to get the chance for community feedback. After last night’s meeting with residents in the Nashboro Village area, we agree with them that it is in the best interest of the community and the Parks Department to give residents in the area the opportunity to pursue private funding for the continuation of golf in the area. As well, the council member representing that district has pulled the legislation to authorize acquisition of the property.

NASHVILLE, Tenn - A 144-acre golf course in Nashboro Village could very soon belong to Metro government, and not everyone's happy about it. That's because the city plans to turn all 18 holes into a park.
Those who live in the area feel that purchase and transformation will destroy their property values and ruin their neighborhood.
"I bought this house 11 years ago because of the golf course over there, and I really, I don't want a park," said Gary Petersen.
He's one of several hundred residents who showed up for a community meeting on Thursday night to voice their concerns about the proposal.
"The golf course is a huge asset to the community," one resident told the panel of Metro officials.
Another asked what tax revenue would be generated if the city turns the golf course into a public space, to which Councilwoman Karen Johnson replied, "none".
Metro said the property fits perfectly into the Open Space Plan the city adopted two years ago.
"This part of the county, the southeast section of the county, was one of the ones identified by the open space plan as being the most deficient in park property," said Metro Parks Director Tommy Lynch.
The $595,000 purchase price for the Nashboro Golf Club would come out of a $5 million previously set aside for open spaces, that includes private donations from The Land Trust of Tennessee.
Residents, meanwhile, said they've found a private buyer who is willing to purchase the course, that closed in November, and work to restore and re-open it.
'I've made an offer, with no contingencies, for a cash offer to close within 30 days, for the same price Metro is offering," said David Waynick, who is a businessman and former mayor of Mount Juliet. "Because I believe it is a gem in the community, and I also believe it enhances property values, so I offered to step up."
Councilwoman Johnson said she organized Thursday's meeting so that her constituents would have a chance to ask questions directly to Metro officials.
"Nothing that is done with metro government is just done automatically," she said. "My job is to listen to everyone on both sides of this particular issue, and from the input that's given, determine next steps from there."
In just five days, on January 10, the issue is set to go before Metro's Parks and Recreation Board for a vote.
It's the first of several approvals needed before Metro Council will weigh in on the proposed purchase of Nashboro Golf Club.
Councilwoman Johnson told NewsChannel 5 she's not yet decided how she will vote.
Nashboro Village residents, meanwhile, said they will continue fighting to save the golf course, every step of the way.
"This is a nice, quiet neighborhood," said Peterson. "I don't want it to deteriorate, and it will,"

Jim Fyke, a Metro Finance official who is involved in the city’s open space acquisition efforts, said the city has not entered any “real negotiations” yet for the Nashboro Golf Club property, which is for sale by Textron Financial Corp. through its Great Oaks Golf subsidiary.

“After it’s appraised, we’ll talk seriously with the owner if we’re still interested,” Fyke said.

He noted that the southeast part of Davidson County is one of the focal points of the open space plan Mayor Karl Dean and The Land Trust for Tennessee unveiled six months ago. The plan calls for preserving 22,000 acres over the next 25 years.

Metro’s parks board will vote next week on acquiring the 181-acre Ravenwood Golf Club in Hermitage – a possibility The Tennessean first reported in June. The Metro Council would have the final say on the purchase.

Concerned neighbors living near the Nashboro Village Golf Course are fighting a plan by Metro Nashville to purchase the golf course and turn it into green space.

Neighbors worry selling the golf course will hurt property values and community safety.

The Metro Nashville's Board of Parks and Recreation plan to take up a proposal to buy the 144-acre golf course at its January 10th meeting.

The city plans to pay $595,000 for the land, according to parks officials.

"This is a beautiful course," said Bob Preston, a 9-year homeowner. "There is no reason for it to close the functionality of it."

Preston, like many of his neighbors, bought his house, in part, because of the access to the golf course.

"I did it so I could enjoy a golf course and the way of life," he said. "That is being taken away."

Neighbors told Nashville's News 2 they first learned of the pending sale from a letter sent to them by District 29 Councilwoman Karen Johnson.

"I don't want a park. I don't want ball fields. I don't want community centers," long-time resident Gary Peterson said. "I want a golf course."

The golf course closed in November. It has been up for sale for about five years, according to neighbors.

Some neighbors would rather have a private buyer take over the golf course. They worry that the city could later rezone the land for commercial development.

"I think it will have a negative impact on our entire village," neighbor Jo Beth Hastings said. "There are 1,970 homes out here."

She continued, "It was built and designed around a golf course, and the impact it's going to have will be huge."

Other neighbors worry about safety. Currently, the golf course is private property and people can be cited for trespassing if they are on the golf course without permission.

The course backs up to the back of many of the residents homes. They worry about having a city park right outside their back doors.

"We would have people in back of our houses were we would have no control," neighbor Jacquelin McCoy said. "My house is one of the homes that is actually sitting on the golf course."

McCoy continued, "I think there will be a lack of security."

McCoy and other neighbors want Metro officials to consider their concerns before finalizing the sale.

They say a private buyer has shown interest in purchasing the golf course. They would not reveal the identity of the buyer.

"We bought into this with our dollars," McCoy said. "I am hoping they will listen to the community and not decide on their own."

The Nashboro Village Golf Course would be the latest course purchased by the city and turned into green space.

Metro Council approved the purchase of Ravenwood Country Club in Hermitage. The city paid nearly $3 million for the 181-acre once private country club earlier this month.

The city plans to adjoin the land with the nearby Stones River greenway.

Councilwoman Johnson did not return a message left by Nashville's News 2 for comment.

She plans to host a community meeting about the sale on January 5, 2012 at Smith Springs Church of Christ, located at 2783 Smith Springs Road.

Metro officials are eyeing the city’s third major open space acquisition in just nine months, with plans to buy southeast Davidson County’s Nashboro Golf Club and convert its 144 acres to parkland.

The Metro Parks and Recreation Board is set to vote Jan. 10 on the parks staff’s recommended purchase of the 18-hole privately owned Nashboro Golf Club, which opened in 1975 but closed in November. Its acquisition would fall under Metro’s Open Space Plan, which guided Metro’s recent purchases of Cornelia Fort Airpark in East Nashville and the Ravenwood Country Club in Hermitage.

Nashboro Golf Club, which the real estate group Southeast Venture owns, is appraised at more than $900,000, according to Metro Parks Director Tommy Lynch. Under the proposed deal, Metro would by the land for $595,000. He said the company has agreed to sell.

Lynch said the city’s open space plan, which seeks to preserve land that could otherwise be developed, identifies southeast Davidson County and Antioch as areas in need of open space preservation.

“From the standpoint of meeting the open space plan and from the point of meeting the parks and greenways master plan, it falls in line with what we should be doing to add space in that part of town for parkland,” Lynch said.

A planning process would help decide the future of the purchased Nashboro Golf Club land, Lynch said. Broadly, he said the land would be used as public open space, retrofitted with trails and walking areas.

“On down the line, we’ll have to assess maybe adding amenities, picnic shelters and things like that,” he said. “But, what we’re thinking about is a 144-acre park.”

Metro’s Open Space Plan began with a balance of $5 million. The Metro Council, which would need to authorize the Nashboro golf course purchase, approved the $2.8 million purchase of the Ravenwood County Club earlier this month. The plan is to adjoin its 181 acres to nearby Stones River Greenway.

In April, Metro finalized the $1.2 million purchase of East Nashville’s Cornelia Fort Airpark to add its 135 acres to Shelby Park’s Shelby Bottoms Greenway.

“We had $5 million to spend on the open space plan,” Lynch said. “This makes it three very good acquisitions: one adjacent to Shelby Bottoms, one adjacent to the Stones River Greenway and one where we don’t have anything.”

Nashville city leaders are looking again to expand the city's park system.

The Metro Parks Board is considering the purchase of the Nashboro Village golf course.

The golf club closed for the winter last month.

Park officials tell the Nashville City Paper the owners have agreed to sell the land for $595,000.

NASHVILLE, Tenn. (AP) - Tennessee Fire Marshal Julie Mix McPeak reminds homeowners that smoke alarms should be tested at least monthly.

The suggestion is listed in a safety checklist she provided with the onset of cold weather. Tennessee, she said, has a high rate of fire deaths.

Other recommendations:

Don't leave decorative candles unattended.

Fireplaces should be professionally cleaned before using them during the season.

Furniture, clothing and other combustible materials should not be placed in front of permanent heaters like those on walls or on baseboards. If vents blow warm air, this way there will be little worry about the items catching fire.

Don't smoke in bed or in a chair.

The Antioch area is getting its best news in decades. The City of Nashville has decided to make a huge investment in the Hickory Hollow Mall.

It will literary change the community.

Right now, Hickory Hollow Mall limps through another day of empty store fronts and small foot traffic.

But today is different.

Mayor Karl Dean wants to buy the JC Penney building, construct a 30,000-square-foot community center,
build a brand new library and then, of course, the new Nashville State satellite campus will go in the
old Dillards.

"You are fundamentally altering Hickory Hollow," Mayor Dean said. "Library, parks and a community
college. There is nothing that is more fundamentally important when building a community, and this
is a big day for Antioch."

At the mall, business owners are a little more cautious.

"Positive side, it is trying to bring more traffic into the area. The negative side, it it's really taking away
from what the mall is," City Gear owner Carmen Lewis said. "Five years from now it may not be just
a shopping mall."

Empty buildings are everywhere in Antioch, absolutely. But people are everywhere, too. The mall just
wasn't the answer.

"Every major city in America is confronting this. The first ring of suburbs have malls that are not quite
as functional as they used to be. The retail market has changed in some way. And so you've got to be
innovative and you have to look for opportunities," Mayor Dean said.

And here is that opportunity. A new Hickory Hollow is on its way that will certainly look nothing like the
old one.

The property would cost metro $3.25 million. The purchase is ready to go, but it must be approved by
the Metro Council on Nov. 15.

The expanded library would replace the current Southeast Branch Library located at 2325 Hickory
Highlands Dr. The new library, at 25,000-square-feet, will be more than double the size of the existing
library.

What a Day of Work and Pride for District 29! A tremendous number of volunteers, neighbors and our great friends at Public Works, the Sherrif's Department, Goodwill, Shred It and State Representative Janis Sontany with the help of our city's drug court volunteers, our area Boy Scouts and youth helped to make this one of the largest and best events to be held this year. Our Boy Scouts who participated received badges from Metro Beautification Commissioner Karen VanCleave, Mayor Karl Dean, and your Metro Council Member. :-) We also collected canned food items for their drive. Mr. Edwards a District 29 homeowner loved by all who happens to own our District's almost 40 year business Homestyle Bakery provided us with the best doughnuts in town and our Nashboro Starbucks provided us with coffee to start the day as well as our Starbucks in Hickory Hollow. Our area Krystal's also provided breakfast sandwiches which was another wonderful highlight to our morning thanks to the Manager Eddie and his crew. We also had drinks, chips and more from our area Target. Our districts Shell Gas Station Owners Duke and Misty provided ice and so much more and they even helped pick up trash on the sides of our roads. What a Day! We want to thank Sue Paugh, Mike Hassell, Steve Cardin, Phyllis and her husband Leon for cranking up the food on the grill as well as Sue Luttrell, John and Marge Lewis, Linda Maurice, Roy & Jackie Tracey, and many many neighbors who helped to organize and get our teams out to our intersections to take signs down and to clean our main roads. For all who did not get to bring their items on Saturday, we have heard much feedback thanking Public Works and our Sherrifs crews for picking up additional items with the Bulk Clean Up that will continue until the end of this month. The Metro Traffic and Parking Board gave unanimous approval for a new dual traffic signal that will improve safety at Castlegate Drive and Clearlake Drive West in the Priest Lake Antioch area. The commission decided Monday afternoon that an intersection that poses visibility problems to motorists, which has been repeatedly denied by Metro, will have a new long awaited traffic signal for both motorist and pedestrian safety. At the suggestion of the residents and Councilwoman Johnson's appeal, the board decided to approve a split based signal. Johnson made a request to appeal three prior denials of a traffic signal at the intersection and made a strong case that the intersection be viewed as one entire intersection even though there are two separate streets involved. "The most important thing to improve is the safety in this area and to get the traffic signal approved, which the board unanimously agreed to after much discussion," Johnson said. Residents such as Isaac Okoreeh-Baah shared testimony of a child who died in his hands as a result of not having a traffic signal at that location. Arnett Bodenhamer shared that the community overbuilt without consideration of the current infrastructure. Other residents who live in the area and the adjacent Metro Council district shared major problems with visibility and having nearly deadly encounters trying to turn onto Smith Springs Rd. The Traffic and Parking Board's approval will now move to the Metro Council and Mayor Karl Dean's office for funding approval. Installation will be scheduled immediately following.

Two new tornado sirens will be installed in the Priest Lake area, according to District 29 councilwoman Karen Johnson.

In February, two churches along Smith Springs Road were damaged during a severe storm.

The warning sirens will be placed at Lake View Elementary School and the Smith Springs pumping station.

Johnson said the tornado sirens will be installed within the next six months.

Davidson County’s new Metro Council is slightly more diverse than the last, with the 40-member legislative body featuring one more African-American, two additional females and the council’s first Hispanic officeholder.

The arrival of the council’s first Latino came in August when District 31 Councilman Fabian Bedne, of Argentinean descent, won outright in his South Nashville-area race. Five races were still pending before last week’s runoffs. Outcomes put the final stamp on the make-up of a new 2011-15 council that has 17 newcomers.

By the time Bruce Miller arrived in Memphis in the late 1990s, a long-neglected stretch along downtown’s Union Avenue had already been pegged as the home for a new Triple-A minor league baseball stadium.

All it needed was some blueprints — a plan, a vision.

Working in tandem with a local architecture firm, Miller led Kansas-City based HOK Sport’s role in designing what would become Auto Zone Park, home of the Memphis Redbirds, still the most expensive minor league stadium ever, a city-assisted investment that baseball and urban enthusiasts say provided a needed jolt to decaying downtown Memphis since its 2000 opening. Condos with spectacular field views flank the outfield walls. A hotel and restaurants occupy previously forgotten real estate. A retail center known as Peabody Place popped up just down the street. Inside the ballpark, fans swarmed to the seats, though attendance has since dropped.

“At the time we first came to Memphis, it was pretty rough,” Miller told The City Paper, recalling the stretch of parking lots and ramshackle buildings now occupied by Auto Zone Park. “It was a rundown area of town, not perceived to be all that safe, and pretty downtrodden economically. TVA implemented a new rate structure on April 1; the new structure includes seasonal rates in addition to a monthly Fuel Cost Adjustment. The TVA board recently also approved a wholesale base rate increase of 3.08%.

The average residential home with 1,300 kWh usage will have a bill of $130.86, approximately a 3.3% decrease from last month. There are two factors which contribute to lower rates in October despite TVA’s base rate increase: 1) the seasonal transitional rate and 2) a reduction in the fuel cost adjustment. TVA’s base rate for the month of October is the “transitional rate” (as opposed to the summer rates that apply in September). The monthly Fuel Cost Adjustment for residential customers for the month decreased from 0.850 cents per kWh to 0.503 cents per kWh.

TVA’s rates are increasingly complicated.

Company will drop pursuit of digital billboard in Antioch

An outdoor advertising company has told Metro it plans to amend its application to install a digital billboard in Antioch and will seek the city’s approval of a less controversial sign instead.

The city’s Board of Zoning Appeals granted Richardson Outdoor Advertising’s application for a 50-foot-tall digital board at Bell and Murfreesboro roads earlier this year. But Metro attorneys sued the zoning appeals board in an attempt to overturn the decision three weeks ago.

Lora Fox, a Metro attorney, confirmed today that Richardson’s attorney, Jim Murphy, told the city his client now plans to drop the digital billboard application and seek a permit for a tri-fold sign instead.

“I have not seen the amended application yet,” Fox wrote in an email. “But if Richardson drops its request for a digital sign and receives a permit for a tri-fold sign, it will make the lawsuit moot and Metro will dismiss the suit against the BZA.”

Murphy, a former Metro law director, said he expects Richardson to file the amended application soon.

“It was just a business decision,” he said. “They wanted to move on.”

Over the summer, WCO held an art camp for “at risk kids “ages 5-13, where 23 children participated in the completion of a mural, “Young Voices, Big Visions,” led by the well-known Nashville artist, Jairo Prado. The project took place over a three-week period; with the focus of the mural being a reflection of the youth in their present community as well as their future self-portraits in the community. They were able to complete a new mural thanks to the efforts of Hickory Hollow's Jerry's Artarama, Woodbine Community Organization (WCO), the Frist Center, and Funds for At-Risk Youth grant from the Tennessee Arts Commission (TAC).

Karen Johnson was sworn into the Metro Council only a week ago, but she’s already making a plea that’s been at the forefront of concerns for Antioch residents for years: Bring a new community center and park space to southeast Davidson County — by far Nashville’s fastest growing area.
Johnson, the former school board member elected in August to fill the council’s District 29 seat, appeared before the nine-member Metro Department of Parks and Recreation board Tuesday morning to highlight the urgency to bring recreational opportunities, community space and public investment to Antioch, specifically the area east of Murfreesboro Pike.
"We are the only area of Davidson County where we don’t have recreational outlets for our children and families,” Johnson told the parks board.
“We want to be able to provide a center or place where families will go safely and be able to recreate and have community meetings,” she said. “I beg of you to please do what is possible.”
To accommodate a new community center, Johnson requested the parks board consider purchasing what she described as approximately 100 acres at 171 Bell Road near the intersection of Nashboro Boulevard. She said the property, located near the Nashboro Village Apartments complex and a golf course, is currently for sale.
Johnson also asked board members to look at 2084 Smith Springs Road as an opportunity to acquire land that could go toward Mayor Karl Dean’s open space plan, which seeks to preserve thousands of acres of land that could otherwise be developed.
“This would be a good area to advance walking initiatives, exercising and enjoying space with their families,” Johnson said, adding the space is also well equipped to feature a dog park.
Antioch already has one community center at 5032 Blue Hole Road, but the building is far from the Bell Road parcels Johnson described.
Dean’s administration last year unveiled a plan for a revamped Hickory Hollow Mall, which included several new public utilities, anchored by a new community center and relocated fairgrounds expo center. A plan to lease the mall space fell apart when Dean backed away from his fairgrounds redevelopment plans.
Metro Finance Director Rich Riebeling said the city is now in conversations about acquiring — not leasing — the mall building last occupied by JC Penny to house a regional community center. Combined with a new Nashville State Community College satellite campus, he said its addition would help “rejuvenate” the struggling mall, which CBL & Associates Properties Inc. owns.
“We’re continuing to look at all the issues associated with real estate,” Riebeling said. “We’re moving forward with looking at potentially purchasing the Penny’s building.”
Riebeling said a proposal for the Hickory Hollow community center could go before the council this fall.
But even if the Hickory Hollow community center were to come to fruition, Johnson said the project would only partially meet the area’s demand, adding that the area to the east of Murfreesboro Pike needs aggressive exploration.
Tommy Lynch, the park department’s interim director, said Metro’s Parks and Greenways Master Plan has identified the need for three additional community centers in southeast Davidson County.
Lynch also said Johnson’s request for more open space is consistent with the department’s desires. He said officials are already looking at available open land in Antioch.
“Her request is totally in line with the open space plan,” Lynch said. “It’s been identified as an area for us to look for property.”
Given the area’s growth, parks board member James Lawson said the board should “seriously consider” making greater investments in southeast Davidson County.
“It is sorely needed,” Lawson said.

Education, shopping to mix at Hickory Hollow mall By Joe Morris Updated 11:07AM

It’s been written off, even making its way onto a website chronicling dying shopping centers. But Hickory Hollow Mall isn’t finished yet.
An exodus of anchor tenants and smaller retailers in the last decade, coupled with negative coverage due to alleged gang activity on and around the premises, spooked shoppers and led to empty parking spaces.
In the last 12 months, however, the facility’s fortunes have taken a decided turn for the better, albeit in a bumpy fashion. After a few stops and starts, Metro Nashville is moving into the site in a big way, and Nashville State Community College is heading a multi-pronged educational component for other portions of the mall. Newly appointed Criminal Court Clerk Howard Gentry Jr. took the oath of office Tuesday before a standing room only crowd in Judge Angelita Blackshear Dalton’s courtroom.

Surrounded by his immediate family at the bench, Gentry talked at length about Justice Adolpho A. Birch Jr., whose memorial service was scheduled later that day at War Memorial Auditorium.

He also thanked his family, the Metro Council and several others for supporting him.

Birch, 78, whose name graces the criminal courthouse where Gentry was sworn in, died from cancer Thursday at a local hospital.

“We’ve had our 30-minute ceremony,” Gentry said. “This should really be an A.A. Birch day.”

It was almost as though Birch, who started his career as a Nashville prosecutor and ended up as Tennessee’s highest-ranking judge, was there in spirit.

“He will never, ever be out of our midst,” Gentry said. “He is an icon. We talk about him being a trailblazer for the African-American community, but really, he was a trailblazer for all communities.”

Mayor Karl Dean agreed.

“I have mixed emotions today because of the loss of A.A. Birch,” he said. “I realize he would probably be pleased with this. There’s no greater tribute than what Howard Gentry has done. He’s broken down barriers as the first African-American Vice Mayor of this city and now he’s the first African-American Criminal Court Clerk.

“I know Justice Birch would have been proud to swear him in today.”

Last year on Aug. 26, when the Tennessee Women's Political Caucus sponsored a Women’s Equality Day event to celebrate the 90th anniversary of the 19th Amendment to the U.S. Constitution, we were reminded that the 100th anniversary is only 10 years away.
In 1995, when the nation was celebrating the 75th anniversary, Tennesseans formed The Tennessee Commemorative Woman’s Suffrage Commission led by then first lady and honorary chairwoman Martha Sundquist. The co-chairs were Paula Casey of Memphis and state Sen. Thelma Harper of Nashville.
Historian Carole Bucy served as the executive director and historians Janann Sherman and Carol Lynn Yellin served on the board of directors. They gathered historical documents and three plays were written: The Perfect 36, The Yellow Rose Brigade and Yellow Rose of Suffrage about the events that took place in Tennessee leading up to the passage of the 19th Amendment.
The plays were performed in Nashville, Memphis and Knoxville. Many other events and parades were held across the state that year. The Tennessee suffragists’ work is documented in a book entitled The Perfect 36.
Many artifacts were collected for the 75th anniversary celebration and donated to the Tennessee Museum; however, the curator has not chosen to keep them on display. In fact, no memorials to the events of 1920 appear in our capital city, except a small plaque behind the Hermitage Hotel and a large bas-relief work by local sculptor Alan LeQuire, which hangs in the State Capitol, on the second floor outside the stairway to the Senate Gallery.
As part of the plans made by Woman Suffrage 75 Inc., women from all three Tennessee Grand Divisions agreed to go back to their respective communities and raise the money to erect a suffrage monument in the main cities of Nashville, Memphis and Knoxville. Only the Knoxville women succeeded.
They raised the money and commissioned LeQuire to erect a bronze statue of the leading Tennessee suffragists. The magnificent statue was dedicated on Aug. 26, 2006, and proudly stands in Krutch Park, adjoining the Market Square Mall in downtown Knoxville.
Sadly, no monument has been erected in our capital city, Nashville. The board of the Tennessee Women’s Political Caucus voted to spearhead the effort to raise the money and commission an artist to erect a women’s-suffrage monument in Nashville. A separate board has been named for the nonprofit corporation, including women from across Tennessee. We plan to partner with other organizations and individuals to help make the dream a reality. We envision the monument will be placed somewhere near the State Capitol and dedicated on the 100th anniversary of that famous day, Aug. 18, 2020, when the Tennessee legislature ratified the amendment.
With 10 years to raise the money and create an art competition to select a sculptor, we know that what Susan B. Anthony declared is true: “Failure is impossible.”

Election Commission OKs More Than 11,000 Signatures

Davidson County voters will have a chance to determine the future of the state fairgrounds.
The Davidson County Election Commission voted Thursday to certify the petitions collected by the Save My Fairgrounds group. The referendum will be put to the voters as part of the Nashville General Election to be held Aug. 4.

Voters will not decide whether to keep the fairgrounds and all its activities intact. If the referendum passes, it would take a super majority of council members -- 27 -- to close the fairgrounds.

"We had 21 votes last time to save it," said fairgrounds supporter Neil Chaffin when the petitions were turned in to the Election Commission office on May 16. "It would take a lot more work to get six other votes."

The Save My Fairgrounds group submitted 15,700 signatures to be considered. During Thursday's meeting, the Election Commission was told by Metro Law that the number required to place the issue on the ballot was 6,742, based on the number votes cast in the August 2010 General Election, not the 15,702 signatures the organization was told prior to the deadline.

The Election Commission had certified more than 11,000 signatures prior to Thursday's meeting.

Joey Garrison at The City Paper has written an excellent piece about women in Metro Government. The story points out that a growing number of women are seeking seats at the table by running for office.

Garrison also mentions the outstanding workshop held recently by Women in Numbers (WIN), where women candidates learned about some of the powerful tools we can use to increase our numbers in public office.

I have been fortunate to participate in WIN's activities, along with other organizations working to increase the voice of women in public service. I am currently president of the Tennessee Women's Political Caucus and served previously on the board of the Nashville Women's Political Caucus.

As women, we must seek out opportunities to serve. No matter our party affiliation, religion or race, whether we are mothers or daughters, professionals or homemakers, Tennessee women have so much to offer. We can make a difference.

Summit addresses student safety outside of school

Cheryl Mayes, the School Board member for our district, recently helped organize the Metro Board of Education Student Safety Summit. I was delighted to be invited to participate in a session dealing with what we can do from the out of school/Youth Services perspective and what we can we do to provide summer programs and recreation services. These discussions were led with expertise by School Board Member Dr. Sharon Gentry and Hal Cato, Executive Director of the Oasis Center.

As a former member of the School Board, I am grateful to our education leaders in Metro for pro-actively addressing these issues. As a candidate for Metro Council, I'd like to hear what residents of District 29 feel is important with regards to our children and the time they spend outside of school.

Thanks to all of you who came to my meet-and-greet Saturday afternoon at Gran Dale mansion. We had a tremendous crowd -- the first time so many people had a chance to see the newly renovated historic treasure.

It gave me a chance to hear what matters to the residents of District 29 and to find out what they expect of their representative on the Metro Council. Learning about their hopes and concerns, their expectations and their needs will drive my campaign.

We really enjoyed the jazz by Amanda Bridgette and her ensemble, and the home-cooking from Carol Ann's Home Cooking Cafe -- some of the great talent in District 29.

Again, thanks to all who came. Please keep the ideas coming. I need to know what YOU need.

Jazz and the aroma of home cooking will fill historic Gran Dale mansion Saturday, as I welcome residents of District 29 for a meet-and-greet.

Amanda Bridgette will provide musical entertainment while we enjoy goodies catered by Carol from Carol Ann's Home Cooking Cafe. These two talented women are both from District 29.

As part of my campaign to serve on the Metro Council, I am inviting residents to come and tell me what matters to them and to their families. The best ideas come from the people, and I am eager to listen.

We'll be at Gran Dale, 200 Nashboro Blvd, from 2-5 p.m. Saturday. Hope to see you there!

This fine old home, built in 1859, has been restored and is a jewel of our community. Many of you haven't had the chance to see it, and that's why I chose Gran Dale as the place to hold this event.

Most importantly, though, this is an opportunity for your voice to be heard. I am inviting you and your family to come and tell me about the issues that matter to you.

History was made Sunday as our Nashville Predators defeated the Anaheim Ducks to win the first round of the Stanley Cup Playoffs. For the first time in franchise history, the Preds now advance to the second round of the playoffs.

The Predators, along with the Tennessee Titans and the Nashville Sounds, not only make our community proud, but they provide quality entertainment for our families. And many of these pro athletes generously share their time with children in our community, such as the young patients at Children's Hospital.

So thank you, and to the Predators, good luck!

Easter Bunny busy in Southeast Nashville

There were Easter egg hunts all over Nashville this weekend, including two in our community that kept the Easter bunny busy. It was fun to see so many friends at Priest Lake Presbyterian and Compton's Foodland. Good weather made it a perfect weekend for plenty of District 29 families to enjoy the festivities.

It's no secret that Bill Hampton has a lot of friends, but he was surprised last Friday to see how many of them showed up for a party at Inspiration Center to honor his retirement. Among those who came to wish Bill well: Mayor Karl Dean and Sheriff Daron Hall.

Earth Day Festival means big fun

“Make your mother proud” is the theme of this year’s Earth Day Festival, and the festival will give you all kinds of opportunities to put a smile on Mother Earth’s face.

The Festival will be held from 11 a.m. to 7 p.m. this Saturday at Centennial Park.

There will be a scavenger hunt, with a green twist, and there will be multiple opportunities to recycle goods ranging from bikes and bike helmets to new or gently worn shoes.

There will be plenty of music and craft activities for kids, and all sorts of chances to learn about being green. There will be sessions on running vehicles off the sun and water, several programs on electric cars, points for composting, as well as information on hiking and wildlife.

Eating locally and seasonally will be a key part of the festival, with information on everything from wild edibles to preserving food.

Speaking of eating, there will be lots of good food, from vegetarian choices to kettle corn to pizza.

Big day at Southeast Easter Event

A little April chill didn't stop the hundreds of families who came to enjoy our annual Southeast Easter Event!

We had it all: Easter egg hunts, live entertainment (including the kids pictured above, who demonstrated some awesome dancing), tables with goodies and lots of good community information.

Whether you come for the baked goods or the entertainment or the vendors or the games or for the Easter eggs, there will be something for everyone at Saturday's Southeast Easter Event.

I have had the chance to watch this event grow since I started the tradition 7 years ago, while I was on the School Board. Last year, we had more than 3,000 people in attendance.

So, bring your family over to the park on Blue Hole Road across from Antioch Middle School, starting at 9 a.m. this Saturday -- and prepare to have a blast!

Monell's opening in old New Orleans Manor

On Easter Sunday, Monell's will start serving up Southern food, family style in the old New Orleans Manor location. Welcome to Southeast Nashville!

Monell's, already a favorite in Germantown and Berry Hill, will bring their family-style dining -- including skillet-fried chicken at every meal -- to the historic mansion originally built in the late 1800s by railroad magnate Col. E.W. Cole. Monell's will also make the mansion available for weddings.

This brings our community yet another great dining experience -- a place where families can be just as comfortable as business executives. We think Monell's made an excellent choice!

Karen Johnson, candidate for Metro Council in District 29, has rescheduled her meet-and-greet at historic Gran Dale Mansion to April 30.

"We had an overwhelming response to our invitation," Johnson said. "Having the opportunity to meet and listen to as many residents as possible is the highlight of this event.

"Listening and responding to the concerns and suggestions for improvements in District 29 will be my top priority on the Council."

Attorney David Waynick and his wife Becky are restoring the 19th century Greek Revival home to its original grandeur, for use by community groups and others.

Metro Council elections will be held Aug. 4, with early voting beginning July 15.

Attorney David Waynick and his wife Becky were instrumental in saving and preserving this historic treasure that graces our community. “Having this get-together at Gran Dale Mansion is extra special for our district. As a member of the Tennessee Preservation Trust and a supporter of Historic Nashville, I applaud them for preserving this rich history that is a part of District 29.”

Karen Johnson, a candidate for Metro Council in the 29^th District, invites residents of the district to stop by the Gran Dale Mansion from 2-5 p.m. April 9 (this Saturday).

“This is an opportunity for Your voice to be heard. This invitation is for you and your family to come and speak about the issues that are important to you.” Johnson said.

Located just off of Murfreesboro Pike at 200 Nashboro Blvd., Gran Dale Mansion was built in 1859. Its architectural highlight is a central portico with two large columns.
